President Donald Trump’s administration is moving with lightning speed to bring the Russia-Ukraine war to an end. After last week’s talks between Trump and Russian President Vladimir Putin, three of his top officials are meeting with their Russian counterparts in Riyadhjb casino, the Saudi capital. 

Both Ukraine and European leaders are not part of the discussions. Washington’s action has shocked European leaders, who had followed former President Joe Biden’s diktat to diplomatically isolate Russia since the Ukraine war. Europeans who are used to moving at a slower pace have been overwhelmed by the speed at which the Trump administration is moving. Europe is  now scrambling to get its act together.

The talks are scheduled for Tuesday. US secretary of state Marco Rubio, already on a tour of the region will be joined in Riyadh by national security adviser Mike Waltz as well as America’s Middle East envoy Steve Witkoff.  The real estate billionaire and trusted friend of Trump is also involved in the talks. In fact he flew out to Moscow and escorted the freed American school teacher Marc Fogel back to Washington. While there Witkoff  met with President Putin.  The Saudi Crown Prince Muhammad Bin Salman (MBS) is said to have played a role in the freeing of the teacher.  

While Moscow has not yet announced its team, foreign minister Sergey Lavrov is likely to head the Russian team. Rubio and Lavrov spoke on phone last week. Rubio “reaffirmed President Trump’s commitment to finding an end to the conflict in Ukraine,” a State Department read-out said.  “In addition, they discussed the opportunity to potentially work together on a number of other bilateral issues.” 

Summit 

Depending on how the negotiations go, Russian and American officials will also prepare for a summit between President Trump and Russian leader Vladmir Putin. Their first meeting is likely to be in Riyadh. Trump had said  last week  “We ultimately expect to meet," he said. "We'll meet in Saudi Arabia,funph see if we can get something done." 

French President Emmauel Macron has called for an emergency summit on Ukraine to take stock of Trump’s decision to talk peace with Putin without taking either Zelenskyy or NATO on board.  

Zelenskyy and European leaders who had rallied behind the US and closed ranks under President Joe Biden are on unfamiliar territory. Trump and his advisers have been lecturing Europe to take more financial responsibility for their security. Being cut-off from the talks in Riyadh has brought home the point that Trump is determined to talk with Russia with or without the green signal from European leaders.  

British Prime Minister Keir Starmer has said that if necessary the UK is ready to put troops on the ground. This is exactly what Trump wants. Let Europe do much more  and work at providing  security guarantee to Ukraine Starmer will be attending Macron’s meeting in Paris and will later head to Washington to meet Trump. 

Tuesday’s talks will be the first preliminary step at ending Russia’s war on Ukraine. How it unfolds is anyone’s guess. In fact when Marco Rubio was asked on a Sunday show about his talks with the Russian foreign minister Lavrov, he made it clear :“One phone call does not make peace,” Rubio said . “One phone call does not solve a war as complex as this one, but I can tell you that Donald Trump is the only leader in the world that could potentially begin that process.” 

Peace talks are never easy, and there will be several hiccups on the way. Despite the disappointment over Ukraine being left out of the negotiations at the moment,  naturally they will be roped in sooner than later. It is important  for America and Russia to first clear the air between them. And despite what Zelensky and European leaders say, it is well known that unless US and Russia engage with each other, chances of an end to the Ukraine war is minimal. Biden was a war hawk when it came to Russia and would not allow a peace deal unless Putin was brought to his knees. Chances of an end to the war are better with Trump at the helm.
